28. A regular private visa is issued for a period up to three months to foreign citizens entering the Russian Federation on a visit basis based on an entry invitation to the Russian Federation, issued at the request of a citizen of the Russian Federation, a foreign citizen who has obtained a residence permit in the Russian Federation, or a legal entity, or based on the decision of the head of a diplomatic mission or consular office of the Russian Federation to issue a visa to a foreign citizen, made upon a written application by a citizen of the Russian Federation requesting joint entry into the Russian Federation with members of his family (spouse, minor children, incapacitated adult children) who are foreign citizens. A regular private visa is also issued to a foreign citizen in connection with the necessity of entering the Russian Federation for urgent medical treatment or due to serious illness or death of a close relative. A regular private visa may be single-entry or double-entry.
