Civil Defense Manual
1. Civil defense in the Russian Federation is managed by the Government of the Russian Federation.
1.1. State policy in the field of civil defense is implemented by a federal executive body authorized by the President of the Russian Federation to perform tasks in the field of civil defense.

2. Civil defense within federal executive bodies and organizations is managed by their respective heads.

3. Civil defense on the territories of subjects of the Russian Federation and municipal formations is managed respectively by the heads of executive authorities of the subjects of the Russian Federation and by the heads of local self-government bodies.

4. Heads of federal executive bodies, executive bodies of subjects of the Russian Federation, local self-government bodies and organizations are personally liable for the organization and conduct of activities related to civil defense and population protection
