grain utilization - the use of grain that does not meet the requirements of this technical regulation for purposes other than those for which the grain is intended and typically used, or bringing grain that does not meet the requirements of this technical regulation into a condition unsuitable for any use or application, as well as excluding its adverse effects on humans, animals, plants, and the environment;
