"operating expenses" - expenses related to the production and sale of goods (services) in regulated activities, excluding depreciation of fixed assets, expenses for servicing borrowed funds, expenses related to the lease of property used for carrying out regulated activities, and expenses for payment of services provided by organizations engaged in regulated activities, as well as taxes and fees prescribed by the legislation of the Russian Federation on taxes and fees;
