Founding Documents of a Non-Profit Organization
1. The founding documents of non-profit organizations are:
the charter approved by the founders (members, owner of property) for a public organization (association), foundation, non-profit partnership, autonomous non-profit organization, private or budgetary institution;

the charter, or in cases provided for by law, normative legal acts of the President of the Russian Federation or the Government of the Russian Federation, the regulations approved by the relevant body performing the functions and powers of a founder, for a state institution;

the founding agreement concluded by its members, and the charter approved by them, for an association or union;
this paragraph has lost its force - Federal Law No. 175-FZ dated November 3, 2006.
Founders (members) of non-profit partnerships, as well as autonomous non-profit organizations may conclude a founding agreement
