29) consumption of thermal energy without a contract - consumption of thermal energy or heat transfer fluid without concluding a heating supply agreement in accordance with the established procedure, or consumption of thermal energy or heat transfer fluid using heat-consuming equipment connected to the heating supply system in violation of the established connection procedure, or consumption of thermal energy or heat transfer fluid after the introduction of restrictions on the supply of thermal energy exceeding the permissible consumption volume, or consumption of thermal energy or heat transfer fluid after the heating supplier or heat network organization has issued a requirement to introduce restrictions on the supply of thermal energy or to cease consumption of thermal energy, if such restriction or cessation should be implemented by the consumer;
