state monopoly on the export and/or import of certain goods - activities related to the regulation of the export and/or import of goods carried out on the basis of licensing. Licenses for carrying out this activity are issued by the authorized governmental authorities of the Parties exclusively to state-owned enterprises, which in accordance with the current legislative and regulatory acts of the states of the Parties and generally recognized international legal norms are obliged to conduct transactions related to the export and/or import of goods on the basis of principles of non-discrimination and fair commercial practices;
