City of Regional Subordination
A city of regional subordination is an administrative-territorial unit that serves as an economic and cultural center, characterized by a developed industry or scientific-production complex, a well-developed social infrastructure, and a population of at least 50,000 people. In certain cases, cities with a smaller population may be included in this category if they have significant industrial, socio-cultural, or historical value, prospects for further economic development, and potential for population growth.
