quantitative restrictions on exports and/or imports - a set of measures for quantitatively restricting foreign trade activities, which may be introduced through the allocation of quotas and the issuance of licenses to exporters and/or importers, generally as a result of conducting a competition or auction or in the order of actual conduct of export and/or import operations prior to the total fulfillment of the quota;
