Governmental External Borrowings of the Russian Federation
4. State external borrowings of the Russian Federation are understood to be state loans issued by issuing state securities in the name of the Russian Federation, and credits attracted from credit institutions, foreign states, including targeted foreign credits (borrowings), international financial organizations, other subjects of international law, foreign legal entities, for which debt obligations of the Russian Federation arise, expressed in foreign currency.
State external borrowings of the Russian Federation are carried out for the purpose of financing the deficit (non-oil and gas deficit) of the federal budget, as well as for the repayment of state debt obligations of the Russian Federation.
The right to conduct state external borrowings by the Russian Federation and to conclude agreements on the provision of state guarantees for attracting foreign loans (loans) belongs to the Russian Federation. On behalf of the Russian Federation, external borrowings may be conducted by the Government of the Russian Federation or by the Ministry of Finance of the Russian Federation authorized by it.
