State of war
1. A state of war is declared by federal law in the event of an armed attack on the Russian Federation by another state or group of states, as well as in the event of the necessity to fulfill international treaties of the Russian Federation.
2. From the moment of declaration of a state of war or the actual commencement of hostilities, military time begins, which ceases upon the announcement of the cessation of hostilities, but not earlier than their actual cessation.
