The principle of unity of the Russian Federation budget system implies the unity of the Russian Federation budget legislation, principles of organization and functioning of the Russian Federation budget system, forms of budget documentation and budget reporting, the budget classification of the Russian Federation budget system, sanctions for violating the Russian Federation budget legislation, a unified procedure for establishing and fulfilling expenditure obligations, formation of revenues and implementation of expenditures of budgets of the Russian Federation budget system, keeping of budget accounting and preparation of budget reports of budgets of the Russian Federation budget system and state institutions, as well as unity of the procedure for enforcement of court decisions in cases of recovery from funds of the Russian Federation budget system
