Base (Constant) Level of Cost in Construction
2. BASE (FIXED) LEVEL OF COST - this is the cost determined on the basis of estimated prices fixed at a certain accepted date. The base level of estimated cost is intended for comparing results of investment activities in different periods of time, economic analysis of various areas of this activity, and also serves as a basis for determining the cost in current prices.
In the pricing system and estimated norming in construction, which has been in effect since January 1, 1991, the base level of applied estimated prices is fixed on that date (and within their composition, wholesale prices and tariffs - as of August 1, 1990). At the same time, the estimate documentation issued in the estimated norms and prices in force from January 1, 1984, is brought to the base level by applying indexes approved for corresponding sectors of the economy in 1990.
