1. The Federal Service for Communications and Mass Media of the Russian Federation (Ministry of Communications and Mass Media of the Russian Federation) is a federal executive body responsible for developing and implementing state policy and normative legal regulation in the field of information technologies (including the use of information technologies in forming state information resources and ensuring access to them), telecommunications (including the use and conversion of radio frequency spectrum), postal communications, mass media and mass communication, including electronic ones (including the development of the Internet network, television broadcasting systems (including digital) and radio broadcasting and new technologies in these areas), printing, publishing and printing activities, processing of personal data, management of state property and provision of state services in the field of information technologies, including in terms of using information technologies for forming state information resources and ensuring access to them, as well as in the development and implementation of state policy in the field of protecting children from information harmful to their health and (or) development.

The Ministry of Communications and Mass Communications of the Russian Federation acts as the postal administration of the Russian Federation and performs the functions of the communications administration of the Russian Federation in the conduct of international activities in the field of communications
