102. An open auction for the procurement of goods, performance of works, or provision of services is understood to be a procedure for placing an order in which any applicants meeting the requirements of the auction documentation may participate, and the winner is deemed to be the participant offering the lowest contract price.
An open auction is considered to have taken place if at least two participants took part
