instrument approach procedure - a series of predetermined maneuvers performed by reference to flight instruments, in accordance with established requirements that provide for the prevention of collision with obstacles, beginning from the initial approach fix or, in appropriate cases, from the beginning of the established arrival route, to the point from which an approach can be made, and if the approach is not made, to the point at which obstacle clearance criteria apply in the holding area or on the route;
