Gross disciplinary violations by a military personnel
1. Gross disciplinary offenses include:
violation of the regulations governing relations between military personnel;
absenting oneself from a military unit or the designated location outside the military unit where service is performed by conscripted military personnel (excluding officers);
failure to report for duty without valid reasons within the specified time when being released from the military unit or ship to shore, when being assigned, transferred, as well as returning from a business trip, leave, or medical institution;
absence of a contract soldier or a conscripted officer from the military unit or designated location outside the military unit where service is performed without valid reasons for more than four consecutive hours during the established daily duty time;
refusal to perform duties related to military service;
violation of rules regarding combat duty (combat service);
violation of rules regarding border service;
violation of the regulations of the guard service;
violation of the regulations of internal service;
violation of the regulations of patrolling in the garrison;
violation of the rules of service for maintaining public order and ensuring public safety;
intentional destruction, damage, deterioration, unauthorized expenditure or use of military property;
destruction or damage of military property due to negligence;
violation of the rules for preserving military property entrusted for official use, resulting in its loss or damage due to negligence;
violation of the rules for handling weapons, ammunition, radioactive materials, explosives or other substances and objects posing increased danger to others, military equipment, or the operation of military equipment, resulting in harm to human health, destruction, damage or loss of military property, or other adverse consequences due to negligence;
violation of the rules for managing or operating vehicles, resulting in harm to a person's health due to negligence, damage to military property, or other adverse consequences;
performance of military service duties while under the influence of alcohol, as well as refusal by a serviceman to undergo medical examination for intoxication;
failure by a commander within his authority to take necessary measures to prevent or stop a disciplinary offense committed by a subordinate serviceman, holding the serviceman accountable for the disciplinary offense, or eliminating the causes and conditions that contributed to its commission, as well as concealment by the commander of information regarding the commission of a crime, administrative offense, or disciplinary offense by a subordinate serviceman;
administrative offense for which a military serviceman is subject to disciplinary liability in accordance with the Code of the Russian Federation on Administrative Offenses
