Telegram messages are used for the prompt resolution of issues in cases where messages transmitted by telephone require documentary formatting

3.15.7. Telegram - a type of informational-reference document of an urgent nature, used only for the urgent transmission and fixation of information in a special way: the sender transmits the details and text of the telegram orally by telephone to the recipient, who records (fixes on paper using computer printing) them by the official responsible for receiving the telephone message
