Chairman of the Supreme Arbitration Court of the Russian Federation
1. The Chairman of the Supreme Arbitration Court of the Russian Federation is a judge and performs procedural powers established by the Arbitrazh Procedural Code of the Russian Federation.
2. The Chairman of the Supreme Arbitration Court of the Russian Federation:
1) organizes the activities of the Supreme Arbitration Court of the Russian Federation and the system of arbitration courts in the Russian Federation;
2) convenes the Plenum and Presidium of the Supreme Arbitration Court of the Russian Federation and presides at their meetings, as well as submits to consideration by the Plenum and Presidium issues referred to their jurisdiction by this Federal Constitutional Law;
3) exercises general management over the staff of the Supreme Arbitration Court of the Russian Federation, appoints and removes from office employees of the staff of the Supreme Arbitration Court of the Russian Federation;
4) distributes duties among deputies of the Chairman of the Supreme Arbitration Court of the Russian Federation;
5) forms judicial panels of the Supreme Arbitration Court of the Russian Federation from among the judges of the Supreme Arbitration Court of the Russian Federation;
6) submits to the Council for discussion issues falling within its jurisdiction as provided by this Federal Constitutional Law;
7) represents the Supreme Arbitration Court of the Russian Federation in relations with state, public and other bodies;
7.1) forwards complaints to the Disciplinary Judicial Panel regarding early termination of the powers of arbitration court judges for disciplinary violations in cases where the Highest Qualification Chamber of Judges of the Russian Federation or qualification chambers of judges of the subjects of the Russian Federation have refused to satisfy the applications by heads of federal arbitration courts concerning the termination of the powers of arbitration court judges for disciplinary violations;

8) performs other powers granted to it by this Federal Constitutional Law.
The Chairman of the Supreme Arbitration Court of the Russian Federation issues orders and directives.
3. The Chairman of the Supreme Arbitration Court of the Russian Federation is entitled to participate in the sessions of the Federation Council and the State Duma, their committees and commissions, as well as the Government of the Russian Federation
