3. The Basin Council develops recommendations on:

the procedure for establishing and determining water quality targets in water bodies;

compiling a list of water management activities and activities aimed at protecting water bodies;

setting limits for the withdrawal (extraction) of water resources from water bodies and discharge limits for wastewater, corresponding to quality standards, within river basins and sub-basins, taking into account various hydrological conditions;

setting quotas for the withdrawal (extraction) of water resources from water bodies and discharge of wastewater, corresponding to quality standards, within river basins and sub-basins in relation to each subject of the Russian Federation;

ensuring the safe operation of water management systems;

setting key target indicators for reducing the negative consequences of floods and other types of adverse impacts from water, as well as compiling a list of activities aimed at achieving these indicators;

financing of the planned activities from various sources and establishing mechanisms for attracting non-budgetary funds to carry out water management activities;

implementation of other activities aimed at the rational use and protection of water objects
