Participant of the wholesale electricity (capacity) market with regulated consumption
"participant with regulated consumption" - a participant of the wholesale market who has on the wholesale market a group of delivery points to which energy receiving devices and/or generating facilities are assigned (if separate groups of delivery points are not registered on the wholesale market for these generating facilities), and due to the operating modes of the aforementioned devices and/or facilities affects the quality of electrical energy and the reliability of the Russian Federation Power Grid, if with respect to such devices and/or facilities the participant has, in accordance with the connection agreement to the trading system of the wholesale market, the possibility to receive and within a specified period (not more than one hour) execute dispatch commands for changing the volume of electricity consumption (production);
