172. The chief officer on watch is the representative of the captain, ensures and is responsible for the safety of the ship, people, cargo, and other property, and the operational activities of the ship, as well as the prevention of pollution of the marine environment.
173. The chief officer on watch leads all watchkeeping services aboard the ship and is directly subordinate to the captain, and in the captain's absence - to the first mate. Orders issued by the chief officer on watch within the scope of his authority are binding for all persons aboard the ship. No one except the captain, and in the captain's absence - the first mate, has the right to revoke or change his orders.
