Budgetary Authority of Local Self-Government Bodies
1. The budgetary powers of municipal formations include:

establishing the procedure for preparing and considering the draft local budget, approving and implementing the local budget, exercising control over its implementation and approving the report on the implementation of the local budget;

establishing and fulfilling expenditure obligations
determination of the procedure for providing inter-budgetary transfers from local budgets, provision of inter-budgetary transfers from local budgets;

establishment, detailing, and determination of the procedure for applying the federal budget classification in the part relating to local budgets;

in the case and order provided for by this Code and other federal laws, establishing liability for violations of municipal normative acts concerning the regulation of budgetary relations;

other budgetary powers assigned by this Code to the budgetary powers of local self-government bodies
