1. The Ministry of Education and Science of the Russian Federation (Ministry of Education and Science of Russia) is a federal executive body performing functions in developing and implementing state policy and normative legal regulation in the field of education, scientific and scientific-technical activities and innovative activities in the scientific-technical sphere, nanotechnology, development of federal science and high technology centres, state scientific centres and science cities, intellectual property (excluding normative legal regulation of issues relating to control, supervision and provision of state services in the field of legal protection of inventions, utility models, industrial designs, computer programs, databases and integrated circuit topologies, including those that are part of a unified technology, trademarks, service marks, names of places of origin of goods), as well as in the field of upbringing, guardianship and custody of minors, social support and social protection. students and pupils of educational institutions and youth policy, as well as in the provision of state services and management of state property in the field of education, upbringing, scientific, scientific and technical, and innovative activities, including the activities of federal centers of science and high technologies, state scientific centers, unique scientific stands and installations, federal centers for shared use, leading scientific schools, the new generation national research computer network, and information support for scientific, scientific and technical, and innovative activities.

2. The Ministry of Education and Science of the Russian Federation shall coordinate and supervise the activities of the Federal Service for Supervision in the Field of Education and Science and the Federal Agency for Youth Affairs, which are under its jurisdiction.
