23. A service visa is issued based on a decision by the Ministry of Foreign Affairs of the Russian Federation to issue a visa to a foreign citizen, sent to the diplomatic mission or consular office of the Russian Federation, provided that there is a corresponding request (verbal note) from the ministry of foreign affairs, diplomatic mission or consular office of a foreign state, or the representation of an international organization in the Russian Federation, submitted to the authorized government body
