Person under international protection
"Person enjoying international protection" means:
a) the head of state, including each member of a collegial body performing the functions of the head of state according to the constitution of the respective state, or the head of government, or the minister of foreign affairs, who is in a foreign state, as well as accompanying members of his family;
b) any representative or official of a State, or any official, or other agent of an intergovernmental international organization, who, at the time when a crime was committed against him, his official premises, his residence, or his means of transport, has, in the place where such crime was committed, the right under international law to special protection from any attack on his person, freedom and dignity, as well as members of his family living with him
