public normative obligations - public obligations towards an individual, to be performed in monetary form in the amount established by the relevant law or other normative legal act, or having a prescribed procedure for its indexing, excluding payments to individuals provided for by the status of federal (municipal) civil servants, as well as persons holding federal positions of the Russian Federation, federal positions of the subjects of the Russian Federation, municipal positions, employees of state institutions, conscripted military personnel (having the status of conscripted military personnel), and students (pupils) in state (municipal) educational institutions;
