Council of the Electric Power Market


A market council is a non-profit organization established in the form of a non-commercial partnership and brings together subjects of the electricity sector and major consumers of electric energy on the basis of membership.

The objectives of establishing the market council are to ensure the functioning of the commercial infrastructure of the market, effective interconnection between wholesale and retail markets, creating favorable conditions for attracting investments into the electricity sector, and ensuring a common position of participants in the wholesale and retail markets when developing regulatory documents governing the operation of the electricity sector. The council is also responsible for organizing an efficient system of wholesale and retail trade in electric energy, capacity, and other goods and services permitted for trading on wholesale and retail markets, with the aim of ensuring energy security of the Russian Federation, unity of the economic space, freedom of economic activity and competition on wholesale and retail markets, compliance with the balance of interests between producers and buyers of electricity and capacity, as well as meeting public needs for reliable and stable supply of electric energy.
