Parliamentary control over the military organization of the state
Parliamentary control over the state's military organization - a central component of democratic civilian oversight - is interpreted within the context of this Law as activities aimed at creating and ensuring the appropriate application of a system of legal provisions and administrative measures carried out by the parliament in cooperation with other state authorities and civil society institutions for the purposes:
a) effective leadership of the armed forces, troops, military formations and bodies that are part of the state's military organization by the highest institutions of civilian political authority, to ensure security and protect the national interests of the state;
b) ensuring the political neutrality (depoliticization) of the armed forces, troops, military formations and bodies that are part of the state's military organization;
c) de-ideologization of the armed forces, troops, military formations and bodies that are part of the state's military organization;
c) establishment of the state's military organization as an integral part of a rule-of-law state, protection of civil rights and social interests of individuals employed in the state's military organization and members of their families, as well as adaptation to civilian life and protection of the rights and interests of military personnel who have been discharged from military service;
d) ensuring maximum permissible transparency and openness of the military organization; constructive interaction between the state's military organization and mass media and public organizations aimed at supporting the protection of civil, social, and private rights and interests of individuals employed in the state's military organization and members of their families, as well as individuals discharged from military service;
