Person with disabilities - an individual who has a health impairment resulting from diseases, consequences of injuries or defects, causing limitation of life activities and necessitating social protection

Person with disabilities - an individual who has a health impairment resulting from diseases, consequences of injuries or defects, causing limitation of life activities and necessitating social

protection (Art. 1 of Federal Law No. 181-FZ dated November 24, 1995 "On Social Protection of Persons with Disabilities in the Russian Federation"). Depending on the degree of functional disorder and limitation of life activities, persons recognized as disabled are assigned a disability group, while persons under the age of 18 are assigned the category "child with disabilities." Recognition of a person as disabled is carried out by a federal institution for medical-social expertise in accordance with the rules approved by Government Decree No. 95 dated February 20, 2006 (persons with disabilities may or may not be classified as persons with limited health capacity) Source:
