Sources of Internal Financing of the Budget Deficit of a Subject of the Russian Federation
1. The sources of internal financing of the budget deficit of a subject of the Russian Federation include:
the difference between the funds received from the issuance of government securities by a subject of the Russian Federation, whose nominal value is specified in rubles, and the funds allocated for their redemption;
the difference between the credits obtained and redeemed by a subject of the Russian Federation in rubles from credit organizations;
the difference between the budgetary credits obtained and redeemed by a subject of the Russian Federation in rubles,
the difference between amounts received by the subject of the Russian Federation and those repaid to other budgets of the budget system of the Russian Federation;
the difference between foreign currency loans received by the subject of the Russian Federation and those repaid by it, provided by the Russian Federation within the framework of utilization of targeted foreign credits (borrowings);
the difference between ruble-denominated loans from international financial organizations received by the subject of the Russian Federation and those repaid by it;
changes in the balances of funds on accounts for accounting purposes of the budget of the subject of the Russian Federation during
other sources of internal financing of the budget deficit of a subject of the Russian Federation.
The other sources of internal financing of the budget deficit of a subject of the Russian Federation include:
revenues from the sale of shares and other forms of participation in capital owned by a subject of the Russian Federation;
exchange difference on budget funds of a subject of the Russian Federation;
the amount of funds allocated for the fulfillment of state guarantees of a subject of the Russian Federation in rubles, in the case where the fulfillment
the guarantor of the state guarantees of a subject of the Russian Federation leads to the emergence of the right of the guarantor's regressive claim against the principal or is conditioned by the assignment to the guarantor of the beneficiary's rights to claim against the principal;
the volume of funds allocated for the performance of state guarantees of a subject of the Russian Federation in foreign currency, provided by the Russian Federation within the framework of using targeted foreign credits (loans), in the case where the guarantor's performance of the state guarantees of a subject of the Russian Federation leads to the emergence of the guarantor's regressive claim rights against the principal;
the volume of funds,
funds directed towards repaying other debt obligations of a subject of the Russian Federation in the currency of the Russian Federation;
the difference between the funds received from the repayment of budgetary credits provided by the budget of a subject of the Russian Federation to legal entities, and the amount of budgetary credits provided by the budget of a subject of the Russian Federation to legal entities in the currency of the Russian Federation;
the difference between the funds received from the repayment of budgetary credits provided by the budget of a subject of the Russian Federation to other budgets of the Russian Federation's budget system, and the amount of budgetary credits provided by the budget
a subject of the Russian Federation providing budgetary loans in the currency of the Russian Federation to other budgets of the budget system of the Russian Federation
