2. Mobilization conscription is a set of measures carried out by military commissariats, mobilization conscription commissions, and federal executive authorities with reserves, with the assistance of executive bodies of the subjects of the Russian Federation and local self-government bodies to ensure timely and guaranteed staffing of military units up to wartime establishment numbers.

Mobilization conscription includes:

notifying citizens and organizations about the conduct of mobilization;

summons (delivery) of citizens to assembly points and/or meeting points

replenishment of military units;

documentary procedures for conscription of citizens during mobilization
