Operating expense savings through tariff regulation
"operational cost savings" - reduction in actual operational expenses compared to planned expenses of the previous year, less the amount characterizing the change in expenses provided for by the efficiency index of operational costs

"operational cost savings" - a change in the level of actual operational expenses compared to the level of actual expenses of the previous year, excluding the amount characterizing the change in expense levels provided for by the index of operational expense efficiency. The level of actual operational expenses taken into account when calculating operational cost savings cannot exceed the level established by regulatory authorities for the current year;
