18. The term "disability" refers to the loss or limitation of opportunities to participate in society on an equal basis with others. It implies a relationship between a person with disabilities and their environment. This term is used to highlight shortcomings in the environment and many aspects of societal activities, particularly in the areas of information, communication, and education, which limit the ability of persons with disabilities to participate in society on an equal basis with others
