1. The competence of the head of an autonomous institution (director, general director, rector, chief physician, artistic director, managing director or other) includes matters relating to the current management of the activities of the autonomous institution, except for matters assigned by federal laws or the charter of the autonomous institution to the competence of the founder of the autonomous institution, the supervisory board of the autonomous institution or other bodies of the autonomous institution.
2. The head of an autonomous institution acts on behalf of the autonomous institution without a power of attorney, including representing its interests and entering into transactions on its behalf, submitting its annual financial report to the supervisory board for approval, approving the staffing schedule of the autonomous institution, its financial and economic activity plan, internal documents regulating the activities of the autonomous institution, issuing orders and giving instructions that are mandatory for all employees of the autonomous institution to comply with
