Master of the vessel
1. The captain of a vessel flying the State flag of the Russian Federation must be a citizen of the Russian Federation holding a valid diploma of a ship's captain.
The captain of a passenger vessel or a tanker carrying dangerous goods, including a vessel towing or pushing other non-self-propelled tankers carrying dangerous goods with main engines having a power exceeding 550 kilowatts, must also hold a certificate of attestation of a river ship's captain issued by the federal executive authority responsible for providing state services and managing state property in the field of inland water transport, in accordance with the regulations on the attestation of captains of inland navigation vessels approved by the federal executive authority in the field of transport.

2. The captain of the vessel is responsible for managing the vessel, including navigation, taking measures to ensure the safety of the vessel's voyage, maintaining order on board the vessel, protecting the aquatic environment, and preventing damage to the vessel, persons aboard the vessel, and cargo.
