2.6. Group 4. Credit institutions in a critical financial condition.
This group includes credit institutions for which problems in their operations have become the most acute and/or prolonged, including credit institutions that exhibit external signs of insolvency (bankruptcy).
Group 4 also includes credit institutions that have at least one of the following characteristics:
2.6.1. fail to meet the claims of individual creditors in respect of monetary obligations and/or fail to fulfill their obligations to make mandatory payments, including to the Central Bank of the Russian Federation, for a period of one month or more from the date on which such payments should have been made;
2.6.2. do not meet the capital adequacy ratio (norm N1);
2.6.3. have allowed a violation of the mandatory reserve requirements established by the Central Bank of Russia for more than one month and (or) more than two instances of violations in the last six months when preparing the calculation for regulating the size of required reserves.
Group 4 may also include credit institutions that systematically fail to submit the required reporting forms or submit them with a delay exceeding five working days
