Insurance Reserves
1. In order to ensure performance of obligations under insurance, reinsurance, and mutual insurance, insurers form insurance reserves in accordance with the procedure established by a normative legal act of the insurance regulation authority.

2. Funds of insurance reserves may be used exclusively for making insurance payouts.
3. Insurance reserves cannot be seized into the federal budget or budgets of other levels of the Russian Federation's budget system
