Place of Conduct of the Preliminary Investigation
1. The preliminary investigation is conducted at the place where the act, containing signs of a crime, was committed, except in cases provided for by this article. If it is necessary to conduct investigative or search actions elsewhere, the investigator may carry them out personally or assign their performance to another investigator or law enforcement body conducting the investigation, which must complete the assignment no later than 10 days.
2. If a crime was initiated in one place and completed in another, the criminal case is investigated at the place where the crime was completed.
3. If crimes were committed in different places, then by decision of the higher-ranking official of the investigative body, the criminal case is investigated at the place where most of the crimes were committed or at the place where the most serious crime was committed.

4. The preliminary investigation may be conducted at the location of the accused or where the majority of witnesses are located in order to ensure its completeness, objectivity and compliance with procedural time limits
