inviting party - federal state authority, diplomatic mission and consular institution of a foreign state in the Russian Federation, international organization and its representation in the Russian Federation, representation of a foreign state at an international organization located in the Russian Federation, state authority of a subject of the Russian Federation, local self-government body, legal entity, citizen of the Russian Federation, and foreign citizens and stateless persons permanently residing in the Russian Federation, as well as other entities having in accordance with federal by law, the right to submit an application for the issuance of an invitation for entry into the Russian Federation is granted to government bodies, organizations, and individuals whose application led to the issuance of such an invitation to a foreign citizen or stateless person who has entered the Russian Federation on a visa issued based on that invitation, or directly under the invitation in cases provided by federal law or an international treaty of the Russian Federation;
