Sources of Internal Financing of the Federal Budget Deficit
1. The sources of internal financing of the deficit of the federal budget include:
the difference between the funds received from the placement of government securities of the Russian Federation, the nominal value of which is expressed in rubles of the Russian Federation, and the funds directed to their redemption;
the difference between the budget loans obtained by the Russian Federation in rubles of the Russian Federation and those repaid by the Russian Federation in rubles of the Russian Federation, provided to the federal budget by other budgets of the Russian Federation budget system;
the difference between the credits obtained by the Russian Federation in rubles of the Russian Federation and those repaid by the Russian Federation in rubles of the Russian Federation, provided by credit organizations;
the difference between the credits obtained by the Russian Federation in rubles of the Russian Federation and those repaid by the Russian Federation in rubles of the Russian Federation, provided by international financial organizations;
changes in the balances of funds on accounts for accounting of federal budget funds during the relevant fiscal year;
other sources of internal financing of the deficit of the federal budget.
Other sources of internal financing of the deficit of the federal budget include:
receipts from the sale of shares and other forms of participation in capital owned by the Russian Federation;
receipts from the realization of state reserves of precious metals and precious stones, reduced by the amount of payments made for their purchase;
exchange differences on funds of the federal budget;
the amount of funds directed to the fulfillment of state guarantees of the Russian Federation in rubles, if the fulfillment of the state guarantees of the Russian Federation by the guarantor leads to the emergence of a right of regressive claim by the guarantor against the principal or is conditioned upon the assignment to the guarantor of the rights of the beneficiary to claim against the principal;
the difference between the funds received from the repayment of budget loans provided by the federal budget to legal entities and the amount of budget loans provided by the federal budget to legal entities in rubles;
the difference between the amount received from the repayment of budget loans provided by the federal budget to other budgets of the Russian Federation budget system, and the amount of budget loans provided by the federal budget to other budgets of the Russian Federation budget system in rubles;
the difference between the amount of funds received from the repayment of budget loans funded by targeted foreign credits (loans), provided within the country, and the amount of budget loans provided within the country funded by targeted foreign credits (loans);
the difference between the amount of funds received from the repayment of other budget loans (loans) provided within the country, and the amount of other budget loans (loans) provided within the country;
