External police personnel
2. External police employees are citizens who have expressed a desire to assist the police and are engaged in cooperation on a voluntary, open, and gratuitous basis in accordance with the procedures established by this Instruction.
3. The legal basis for engaging citizens in external cooperation with the police consists of the Constitution of the Russian Federation, Federal Law No. 3-FZ dated February 7, 2011 "On Police", other normative legal acts of the Russian Federation, normative legal acts of the Ministry of Internal Affairs of the Russian Federation, as well as this Instruction.
