Administrative investigation
An administrative investigation is a complex set of time-consuming procedural actions carried out by the aforementioned persons aimed at establishing all circumstances of an administrative offense, their fixation, legal qualification and procedural formalization. Conducting an administrative investigation should consist of real actions aimed at obtaining necessary information, including through conducting an expert examination, identifying victims, witnesses, and interrogating individuals residing in another locality.

According to the meaning of Article 28.7 of the Code of Administrative Offenses, an administrative investigation is a set of procedural actions requiring significant time expenditures by authorized officials aimed at establishing all circumstances of an administrative offense, their fixation, legal qualification and procedural documentation. The concept of an administrative investigation significantly differs from the concept of an inspection, which refers to the actions of officials conducting an assessment of the activities of economic entities aimed at determining whether their activities (produced or sold goods) meet mandatory requirements (paragraph 6 of Article 2 of Federal Law No. 294-FZ)
