External Debt Obligations of the Russian Federation
1. External debt claims of the Russian Federation are financial obligations of foreign states and (or) foreign legal entities towards the Russian Federation as a creditor, including debt claims arising in connection with the provision by the bank-agent of the Government of the Russian Federation of state export credits to foreign borrowers or their banks-creditors, as well as debt claims of legal entities - exporters of the former USSR to foreign legal entities, arising prior to 1 January 1991 in connection with the export from the former USSR of goods and services carried out at the expense of the budget of the former USSR
