Security Council of the Russian Federation
1. The Security Council is a constitutional advisory body responsible for preparing the President of the Russian Federation's decisions on issues related to security, defense organization, military construction, defense industry, military-technical cooperation between the Russian Federation and foreign states, as well as other matters relating to the protection of the constitutional order, sovereignty, independence, and territorial integrity of the Russian Federation, and on issues of international cooperation in the field of security.
2. The Security Council is formed and headed by the President of the Russian Federation.
3. The regulations governing the Security Council of the Russian Federation are approved by the President of the Russian Federation.
4. In order to implement the tasks and functions of the Security Council, the President of the Russian Federation may establish working bodies of the Security Council and the staff of the Security Council.
