Transparent procedures
13. The term "transparent procedures" means procedures intended to promote the informing of the public about the process of developing rules in accordance with this Agreement and its participation in such a process. They include:
1) notifications regarding meetings of working groups and the Executive Committee; and
2) working and final documents.
They also include the possibility of expressing views and arguments on:
1) meetings of working groups through organizations granted consultative status; and
2) meetings of working groups and the Executive Committee by means of prior consultations with representatives of Contracting Parties before the start of meetings.
