Measure of the Party
b) "measure of the Party" – a normative legal act of the Party, as well as a decision, action or inaction by an organ or official of the state of that Party, adopted at any level of the state authority of the state of that Party, its local self-government bodies or organizations when implementing powers delegated to them by such organs.
In the event that an organ of the state of the Party adopts (issues) an official document having a recommendatory character, such recommendation may be considered a measure for the purposes of this Agreement if it is proven that in practice the majority of addressees of this recommendation (state, regional and/or municipal authorities of the state of that Party, non-governmental bodies of that Party, persons of that Party, persons of other Parties, as well as persons of any third state) follow it;
