Budgetary Powers of Organs of State Authority of the Subjects of the Russian Federation
The budgetary powers of the subjects of the Russian Federation include:

establishing the procedure for preparing and considering draft budgets of the subject of the Russian Federation and territorial state extrabudgetary funds budgets, approving and implementing the budget of the subject of the Russian Federation and territorial state extrabudgetary funds budgets, carrying out control over their implementation and approving a report on the implementation of the budget of the subject of the Russian Federation and territorial state extrabudgetary funds budgets;
preparation and consideration of budget projects of a subject of the Russian Federation, budgets of territorial state extrabudgetary funds, approval and implementation of the budget of a subject of the Russian Federation and budgets of territorial state extrabudgetary funds, carrying out control over their implementation, preparation and approval of reports on the execution of the budget of a subject of the Russian Federation and budgets of territorial state extrabudgetary funds, preparation of reports on the execution of the consolidated budget of a subject of the Russian Federation;
establishing procedures for submitting approved local budgets, reports on the implementation of local budgets and other budgetary reporting established by federal executive authorities to executive bodies of state power of subjects of the Russian Federation;
setting and fulfillment of expenditure obligations of a subject of the Russian Federation;
definition of the procedure for establishing and implementing expenditure obligations of municipal formations to be fulfilled from subsidies from the budget of a subject of the Russian Federation;
setting of norms for allocating revenues to local budgets from federal taxes and fees, including those from taxes provided under special tax regimes, and (or) regional taxes, which are to be credited in accordance with this Code and legislation on taxes and fees to the budgets of subjects of the Russian Federation;

establishment of procedures and conditions for providing inter-budget transfers from the budget of a subject of the Russian Federation;
providing inter-budget transfers from the budget of a subject of the Russian Federation;
establishment of general procedures and conditions for providing inter-budget transfers from local budgets;
carrying out state borrowing and providing state guarantees by a subject of the Russian Federation, granting budget loans, managing the state debt and state assets of a subject of the Russian Federation;

establishing, detailing, and determining the procedure for applying the Russian Federation budget classification in the part relating to the budget of a subject of the Russian Federation and the budgets of territorial state extrabudgetary funds;

temporary exercise of certain budgetary powers of local self-government bodies;
in the cases and order provided for by this Code, federal laws, and laws adopted in accordance with them by subjects of the Russian Federation, establishing liability for violation of normative legal acts of subjects of the Russian Federation concerning regulation of budgetary relations;
other budgetary powers assigned by this Code to the bodies of state authority of the subjects of the Russian Federation as budgetary powers
