System for Regulating Labor Matters
b) the term "labour regulation system" covers all governmental administrative authorities responsible for regulating labour issues and/or dealing with them — regardless of whether they are ministries, departments or other government institutions, including semi-governmental and regional or local institutions or any other form of decentralised administration — as well as any organisational structure established to coordinate the activities of such authorities and to ensure consultation with employers and workers and their organisations, as well as their participation in the activities of these authorities.
