Special Programs
1. 1) This Recommendation applies to special programmes aimed at giving youth the opportunity to participate in activities designed to promote economic and social development of their country and to obtain education, qualifications and experience that will facilitate their long-term economic activity and help them integrate into society.
2) These programmes are referred to below as "special programmes".
2. For the purposes of this Recommendation, special programmes may include:
a) programmes responding to needs in the areas of employment and training of youth not yet met by existing national education or vocational training programmes or normal opportunities on the labour market;
b) programmes providing youth, particularly unemployed youth with an education or technical qualification needed by society for development purposes, especially in the fields of economic, social, education or health care, with the opportunity to use their qualifications for the benefit of society.
